France Gambling Revenue Hits €14.1bn in 2025

France’s gambling sector generated €14.1 billion in gross gaming revenue in 2025, marking a 3% year-on-year increase, according to data from ANJ. The growth was largely supported by online betting, lottery performance and a recovery in land-based casinos, despite continued declines in horse racing activity.

Online and Lottery Segments Lead Growth
Online gambling remained a key driver, contributing approximately €2.617 billion and accounting for 18.5% of the total market. This segment recorded notable expansion, reflecting sustained digital engagement.

Within online channels, sports betting continued to dominate, generating €1.766 billion in revenue, up 10.4% compared to the previous year. Football remained the primary contributor, while tennis also supported growth, with total stakes in the segment rising 12% to €11.517 billion. ANJ noted that the increase came despite a less event-heavy calendar, suggesting that online activity is becoming less reliant on major sporting events.

Lottery operations also played a significant role, with revenue increasing by 3.4%. This helped FDJ maintain close to half of the overall market share under its exclusive rights.

Casinos Recover While PMU Declines
Land-based casinos showed steady improvement, with gross gaming revenue reaching €2.816 billion, a 3.4% increase. Visitor numbers also rose, with total admissions climbing 2% to 31.6 million.

In contrast, Paris-based gaming clubs experienced a sharp decline, with revenue dropping 21% to €97 million following temporary closures earlier in the year.

PMU continued to face structural challenges. Its revenue fell by 2.8% to €1.651 billion, while stakes declined 3.3% to €6.4 billion. The number of active players also dropped 5.7% to 3.3 million, reversing gains made in 2024.

Outlook for 2026
ANJ indicated that 2026 could prove to be a pivotal year for the market, with increasing competition, regulatory developments and the impact of the upcoming FIFA World Cup all expected to influence performance.

ANJ President Isabelle Falque-Pierrotin highlighted the need for adjustments within the regulatory framework, noting that evolving market conditions and new betting formats are adding pressure to the sector. She emphasised the importance of steering the market toward more sustainable gambling practices while maintaining oversight in a changing environment.
