The Missouri Gaming Commission (MGC) has moved closer to launching the state’s first regulated sports betting market, granting 39 companies temporary licenses to begin pre-launch testing ahead of the official debut on December 1.

These provisional approvals allow licensed operators to conduct trial runs, test equipment, train employees and finalize compliance systems to ensure a smooth rollout.

Major Operators Granted Approval
Among the approved names are leading U.S. and international brands including DraftKings, FanDuel, Fanatics, Caesars, Underdog and Swish. Several companies such as Bet365, Penn, and BetMGM secured both operator and supplier authorizations, underscoring their dual role in technology supply and retail operations.

Path to Legalization
Missouri’s path to legal sports betting has been lengthy. Supporters collected over 340,000 signatures in early 2024 to bring the issue to a public vote. After judicial approval, the ballot narrowly passed with 50.5% in favor, officially legalizing sports wagering in the state.

The initiative received nearly $43 million in campaign funding, largely from DraftKings and FanDuel, drawing attention from neighboring Kansas due to potential market implications.

Countdown to Launch
Originally slated for a mid-2025 rollout, the market’s start date was pushed to December 1 following regulatory delays. The temporary licenses now serve as a crucial step in ensuring that systems, compliance protocols, and staff readiness meet state requirements.

Both retail and mobile sports betting options will be available to Missouri residents at launch. Industry analysts predict strong participation given the presence of major national operators and growing regional enthusiasm for regulated betting.

Building a Competitive Market
The MGC’s proactive licensing move demonstrates a focus on readiness and operational integrity. By allowing operators to test before launch, regulators aim to prevent disruptions and ensure a seamless experience for players.
