Norfolk Casino Wins Approval, Set for 2027 Launch

Colombia’s regulated gambling industry continues to demonstrate its value to the country’s economy and public programs, contributing COP 926 billion (around USD 232 million) to the national health system by July 2025, according to data from the National Corporation of Games of Luck and Chance (Cornazar).

Coljuegos figures show that COP 883.9 billion (USD 219.6 million) of that total was generated between January and June alone. National games ( including casinos, bingo venues and online betting operators ) accounted for COP 566.5 billion (USD 145.8 million), reflecting a 26.9% year-on-year increase.

“A driver of jobs, social investment, and trust”

Cornazar president Elizabeth Maya Cano highlighted the sector’s role as a formal economic engine, not just a supplier of entertainment.

“The regulated gaming industry represents progress, formality, and social contribution. Every peso transferred supports better health services for Colombians.”

She credited strong regulatory oversight and responsible operators for the sector’s performance, noting that licensed gaming companies generate thousands of direct jobs and help uphold institutional trust.

Rising illegal gambling and tax concerns

Despite strong revenue, Cornazar cautioned that tax uncertainty and a growing illegal market threaten industry sustainability and public health funding.

“Constant fiscal changes and the expansion of illegal gambling operators create instability” Maya Cano said. “Illegality jeopardizes lives, employment and the resources that should go to healthcare.”

The sector has been under pressure from a 19% VAT introduced as part of emergency measures earlier this year a levy the government is now seeking to formalize under the new Financing Law. Industry leaders argue that permanent tax hikes could push players toward unlicensed sites, reducing tax revenue and putting legitimate operators at risk.

Call for balanced policy and coordinated regulation

Cornazar reiterated its support for policies that balance economic viability with responsible gambling standards and consumer protection. The association emphasized continued cooperation with regulators and government bodies to maintain a strong, transparent and sustainable market.

With gaming revenue directly tied to funding public health programs, Cornazar stressed that stable regulation, enforcement against illegal activity and long-term collaboration are essential for protecting both the sector and the communities it supports.
