Philippines Weighs Telegram Ban Over Illegal Gambling
The Philippine government is assessing whether to restrict access to Telegram as scrutiny intensifies over the platform’s alleged use in illegal gambling and other cyber-related offences.
A report by Manila Bulletin cited the Department of Information and Communications Technology (DICT) as confirming it is seriously considering a ban. Officials believe certain unlicensed gambling operators have shifted to Telegram in an effort to avoid detection.
DICT Secretary Henry Aguda said the government views issues such as online pornography, sexual abuse and child exploitation as non-negotiable concerns. He stressed that authorities are prepared to take firm action should investigations show that violations are not being properly addressed.
Engagement with Telegram has proven challenging, according to Aguda, who noted difficulties in coordinating with the company’s management. He warned that if incidents continue and cooperation does not improve, blocking access to the app could be supported.
By contrast, the DICT said it has maintained communication channels with other major technology firms. Aguda referenced discussions with Meta Platforms owner of Facebook, Instagram and WhatsApp particularly in relation to combating online sexual exploitation of children.
The potential move against Telegram aligns with the Philippines’ broader campaign targeting online gambling syndicates and cybercrime networks. The DICT has been working alongside law enforcement bodies to monitor digital platforms suspected of hosting illegal gambling operations and other unlawful content.
Telegram remains accessible in the Philippines, and no formal prohibition has been announced. However, officials have indicated that restrictions remain a possibility if compliance with local laws is not achieved.
