San Juan Lottery Growth Hit by Rising Costs

Lottery agencies in San Juan are facing a mixed landscape, where rising demand is being offset by tightening profit margins. Activity across the sector has increased, largely driven by recent high-value payouts that have reignited player interest. However, this growth in participation has not translated into stronger profitability, as operating expenses continue to climb.

Ernesto Pérez, representing the Chamber of Lottery Agencies (CALA), noted that revenues have grown significantly compared to the same period last year, exceeding a 50% increase. Despite this, he stressed that the financial situation remains challenging, with higher income failing to keep pace with shrinking margins.

Jackpots Boost Player Activity

Large prize payouts have been a key driver behind the surge in engagement. Popular lottery games, including Quini, tend to attract more participants when jackpots rise, prompting spikes in ticket sales. According to Pérez, strong promotional efforts around major prizes have further amplified this effect, encouraging more people to take part.

Costs Continue to Climb

While demand is up, expenses such as rent, utilities and general operational costs are rising at a faster rate. This imbalance is putting pressure on agency profitability. The impact is already visible in the number of active businesses, which has declined from 440 agencies four years ago to around 390 today. Some operators have shut down entirely, while others have been forced to relocate in search of lower costs.

Digital Competition Reshaping the Market

At the same time, the growing presence of online gaming platforms is altering the competitive landscape. Even though such platforms are not officially permitted in the province, their usage is increasing, particularly among younger players. This shift is drawing customers away from traditional lottery outlets.

The expansion of largely unregulated digital platforms also raises concerns around consumer protection, especially regarding the reliability of payouts and oversight.

Calls for Regulatory Modernisation

In response, industry representatives are advocating for updated regulations that would allow lottery agencies to participate in a regulated digital environment. Pérez emphasized the need for inclusion in legal online channels, highlighting the importance of adapting to changing consumer behavior.

Industry at a Turning Point

San Juan’s lottery sector is undergoing a period of transition. Although demand remains strong, fueled by jackpots and promotional strategies, rising costs and digital disruption are reshaping the business model. Moving forward, the sector’s trajectory will likely depend on regulatory changes, cost control and the ability to integrate into evolving digital trends.
