Sweden Gambling Revenue Hits SEK 28.2B in 2025
The Swedish gambling market continues to attract strong attention from operators, with Spelinspektionen publishing its official revenue figures for 2025. According to the regulator, licensed operators generated SEK 28.2 billion during the year, equivalent to roughly €2.6 billion in total revenue. This represents a 1.3% increase compared with the previous year, highlighting steady growth in the regulated market.
Online gaming and betting once again accounted for the largest share of the market. Commercial online operators produced approximately SEK 18 billion in revenue in 2025, marking annual growth of 3.3% and confirming the sector’s dominant position in Sweden’s gambling industry.
Momentum was particularly strong toward the end of the year. During the fourth quarter, operators generated SEK 7.8 billion between October and December. This performance represented 2.6% growth compared with the same period earlier, indicating continued strength for digital-focused gambling platforms in the country.
Retail Casinos Continue to Decline
While online gambling expanded, land-based segments continued to struggle. Revenue from state lotteries and Svenska Spel slot machines fell 3.4% year-on-year, reaching SEK 5.5 billion.
Sweden also saw the conclusion of a long-standing chapter in its land-based casino sector. Casino Cosmopol closed its final remaining venue during the year. Prior to its shutdown, the state-run casinos generated only SEK 34 million, marking the end of the country’s physical casino operations.
However, one land-based segment recorded positive growth. Commercial gaming machines located in restaurants generated SEK 263 million, representing an increase of 9.6%. Despite this improvement, the broader trend shows players increasingly turning to digital platforms for convenience and accessibility.
Insights Into Swedish Gambling Habits
Understanding consumer behavior remains essential for operators in the Swedish market. A survey conducted by the regulator in November provided insights into gambling participation among residents.
The study found that 72% of Swedes had participated in gambling during the previous year. Interest in betting on horse racing and other races reached 44%, while 42% of players indicated interest in large jackpot-style games, highlighting the appeal of significant prize pools.
Meanwhile, public-benefit gambling activities generated SEK 3.7 billion in revenue. In addition, public-benefit bingo operations brought in SEK 201 million, demonstrating that traditional formats still maintain a presence in the market.
Strict Regulatory Oversight Remains Key
Although the Swedish gambling sector continues to produce significant revenue, the regulatory environment remains strict. Responsible gambling remains a priority, with approximately 134,500 individuals registered in the Spelpaus national self-exclusion program. This figure increased by more than 3% over the previous period.
Compliance with anti-money laundering regulations is also closely monitored. The Supreme Administrative Court recently confirmed penalties against AB Trav och Galopp related to money laundering violations. The ruling included a formal warning along with a SEK 3 million financial penalty.
For operators, maintaining strong compliance procedures is essential to remain competitive and sustainable within Sweden’s tightly regulated gambling market.
