Belle Corp Advances Clark Casino Resort Talks

Belle Corp is moving forward with plans for its proposed integrated resort in Clark, Pampanga, while continuing discussions with potential operating partners following the grant of a provisional casino license.

Provisional License Secured
In a filing with the Philippine Stock Exchange, Belle confirmed that its gaming affiliates Premium Leisure Corp, Sinophil Leisure and Resorts Corp and Foundation Capital Resources Inc have received a provisional license from the Philippine Amusement and Gaming Corp (PAGCOR). The license allows the group to develop and operate an integrated resort within the Clark Special Economic Zone.

The update follows earlier reports indicating the project could involve an investment of around US$300 million. Belle also acknowledged it is currently in talks with several foreign operators, though no agreements have been finalized.

Partnership Model Taking Shape
The company said discussions with potential partners are ongoing and any collaboration details will only be disclosed once finalized. The project is expected to follow a co-licensing structure, where an external operator would manage gaming operations while leasing the site.

Belle added that it has applied to include both itself and Premium Leisure Corp as co-licensees, a move aimed at strengthening its role in the project. That request remains under review.

Clark has been identified as a growing hub for tourism, particularly for meetings, incentives, conferences and exhibitions, alongside gaming activity. The company sees the location as a key factor in the project’s long-term potential.

Development Timeline and Investment
Belle plans to invest approximately US$300 million into the development, with revenue expected to come from both lease arrangements and gaming operations once the resort is operational. The company estimates a launch timeline of two to three years after selecting an operating partner.

The structure and final design of the resort will be refined once a partner is confirmed, with a revised development plan to follow.

Link to Existing Operations
The update comes after Belle reported improved performance from its stake in City of Dreams Manila, where gaming revenue rose in the first quarter of 2026. That performance provides additional support as the company advances its Clark project.

For now, Belle’s priority remains securing a partner and progressing the development under the framework set by the provisional license.
