Brazil Identifies 25 Million Illegal Betting Users
Brazilian authorities have identified more than 25 million users linked to unlicensed betting platforms, prompting the government to strengthen its efforts against illegal gambling operations across the country.
Justice Minister Wellington César Lima disclosed that investigations uncovered approximately 25.2 million users engaging with unauthorized betting operators. The announcement accompanied a series of new enforcement measures aimed at tackling not only illegal gambling websites but also the wider networks that support their activities.
The figures highlight the scale of Brazil’s illegal betting market, despite the country’s ongoing implementation of a regulated gambling framework. While licensed operators continue to enter the legal market, a substantial number of bettors remain active on platforms operating outside official regulation.

The National Association of Games and Lotteries (ANJL), which represents regulated operators, expressed support for the government’s latest initiative.
According to the association, the measures provide authorities with additional tools to combat illegal operators and the businesses that help them attract customers or process financial transactions.
Industry representatives argue that unlicensed platforms continue to compete with licensed companies while avoiding the compliance obligations and regulatory requirements imposed on the legal market.
ANJL has also encouraged authorities to examine the role of individuals and organisations involved in promoting or financially supporting unauthorized betting operations.

Despite increased enforcement efforts, industry leaders acknowledge that the challenge remains ongoing.
ANJL president Plínio Lemos Jorge noted that illegal operators frequently adjust their methods and technologies to evade detection, making enforcement a continuous process rather than a one-time solution.
He stressed the importance of long-term cooperation between regulators, law enforcement agencies and licensed operators to effectively address the issue.
Focus on Consumer Protection
Alongside concerns about market competition, consumer protection remains a key aspect of the debate.
Licensed betting operators must comply with regulatory standards designed to safeguard players and ensure accountability. By contrast, users of illegal platforms often lack access to those protections when disputes occur or funds are lost.
