Buenos Aires Modernizes Land-Based Casinos to Protect Jobs

The Province of Buenos Aires is actively reshaping its land-based gaming sector to safeguard employment and adapt to a rapidly evolving market. In a recent meeting with casino labor unions, Juan Vernengo, Provincial Director of Hippodromes and Casinos, highlighted the administration’s ongoing modernization initiatives and progress since he assumed his role.

Addressing a Pandemic-Shifted Market
The pandemic accelerated the growth of online gaming, creating a competitive imbalance with physical casinos, bingo halls, racetracks, and betting agencies. Vernengo explained that the province chose a proactive path: modernizing the sector while protecting the thousands of jobs it supports. He noted that while online platforms hold technological advantages, land-based venues can offer unique experiences to retain and attract customers.

Key Modernization Initiatives
Several projects are already underway across Buenos Aires Province to upgrade the gaming landscape:

  • Digital Payments: Implementation of QR code systems and new mobile applications to streamline customer transactions.

  • Machine Fleet Renewal: Comprehensive renovation of slot machines and gaming equipment in provincial casinos.

  • License Regularization: Updating and tendering casino licenses pending for over 20 years, enabling operators to invest with predictability.

  • Hippodrome Enhancements: Regulatory adjustments, international betting agreements and new tools like the Teleturf app are reinforcing the horse racing industry.

All measures are guided by a primary objective: preserving jobs, in line with directives from Governor Axel Kicillof and IPLyC President Gonzalo Atanasof.

Transforming Casinos into Entertainment Hubs
Looking ahead, the Province aims to evolve casinos into full-fledged entertainment centers. Vernengo explained that the vision includes cultural events, dining options and diversified attractions designed to complement gaming and appeal to broader audiences. Responsible gambling programs remain a priority, with ongoing collaboration with the Ministry of Health to protect vulnerable players.

Preparing for the Summer Season
As summer approaches, Buenos Aires plans to intensify activities at casinos in Mar del Plata, Tandil, Miramar and other tourist destinations to attract residents and visitors. Despite national economic challenges, Vernengo emphasized that efforts will focus on making provincial casinos attractive destinations for recreation and entertainment.

Looking Forward
After 18 months of strategic work, Vernengo reported tangible results, noting a narrowing gap between online and in-person gaming revenues. He concluded that modernization, collaboration with staff and a forward-looking strategy have positioned the provincial gaming sector on a solid path.
