Coljuegos Flags Illegal Raffle by Candidate
Colombia’s gambling regulator, Coljuegos, has declared a raffle linked to presidential candidate Santiago Botero as illegal, stating that no active political campaign in the country holds the required authorization to run such fundraising activities.
The issue arose following an event held on 16 April in Bogotá, where the candidate announced his presidential bid alongside a raffle offering COP 25 million in prizes, divided among five winners. The initiative drew scrutiny due to Colombia’s strict regulatory framework governing games of chance.
Coljuegos clarified that any raffle or similar promotional activity must receive prior approval from the regulator. Without this authorization, such initiatives are considered unlawful and may be subject to investigation and sanctions.
Coljuegos President Marco Emilio Hincapié emphasised that gambling-related promotions fall under a regulated monopoly designed to generate funds for the national healthcare system. He also noted that none of the current presidential campaigns have sought approval to conduct raffles.
In addition to the lack of authorization, the regulator highlighted that raffles offering cash prizes are generally prohibited under Colombian law, except in limited circumstances, which do not apply in this case.
The authority also urged the public to exercise caution when participating in raffles, advising individuals to verify the presence of an official authorization seal and resolution number before engaging.
Hincapié further warned against the misuse of games of chance during the election period and encouraged political campaigns to seek proper authorization if they intend to conduct such activities.
Coljuegos reiterated that Colombia’s gambling model operates under a monopoly system, with proceeds supporting the country’s healthcare funding, reinforcing the need for strict compliance with established regulations.
