EGBA Members Reach €18bn Online Gaming Revenue in 2025
Operators represented by the European Gaming and Betting Association (EGBA) reported combined gross gaming revenue (GGR) of €18 billion in 2025, marking a 34% increase compared with the previous year, while average player returns continued to decline.
The figures are published in the EGBA 2026 Annual Activity Report and cover operators representing around 30% of Europe’s regulated online gambling market. Current EGBA members include Bet365, Entain, Betsson Group, Evoke, FDJ United, Flutter, LeoVegas, Super Technologies and Tipico.
The report highlights continued growth across the sector. Member companies accepted total stakes of €275.3 billion during the year, up 28% year-on-year, while the number of active customer accounts increased by 13% to 43.8 million. The total also represents a significant increase compared with 2021.
Lower RTP Contributed to Higher Operating Margins
The report shows that the average return-to-player (RTP) rate declined to 93.4% in 2025, compared with 93.7% the previous year, continuing a downward trend seen since 2021.
At the same time, the combined operating margin of EGBA members rose to 6.6%, up from 6.3% in 2024.
According to the report, lower RTP settings have increasingly been used by operators to offset rising operating costs associated with higher gambling taxes and stricter regulatory measures, including deposit and stake limits. While the strategy has improved profitability, it continues to generate debate over its potential long-term impact on player spending.
Despite the lower RTP, customer winnings increased in absolute terms, reaching €257.3 billion in 2025 as overall betting activity continued to grow.
Sports Betting Recorded the Strongest Growth
Sports betting delivered the highest rate of revenue growth among EGBA members during the year.
Revenue from sports wagering increased by 49% to €8.2 billion, while online casino revenue grew 23% to €8.6 billion. Casino products remained the largest revenue segment, accounting for 48% of total GGR, with sports betting contributing 46%. Poker and other gaming products, including bingo, esports, virtual betting and event betting, each represented 3% of total revenue.
Pre-match betting remained the dominant sports wagering format, generating 63% of sports betting revenue, while live betting accounted for the remaining 37%.
The report also noted that EGBA members expanded their regulatory presence by holding 401 online licences across 22 European jurisdictions, compared with 321 licences in 2024.
Responsible Gambling Initiatives Expanded
Alongside its financial results, the EGBA highlighted several responsible gambling initiatives introduced during 2025.
Working with the European Advertising Standards Alliance, the association introduced a Responsible Influencer Marketing Pledge aimed at strengthening age verification, increasing transparency around sponsored content and reducing marketing that could appeal to minors. The framework also includes independent monitoring and procedures for removing content that fails to meet the standards.
The annual European Safer Gambling Week also expanded, involving 221 organisations across 24 countries. During the campaign, responsible gambling messages were displayed during live football broadcasts in Bulgaria, Germany, Greece and Italy for the first time.
In addition, the EGBA launched the safergambling.eu platform, providing consumers with country-specific information on support services and self-exclusion options throughout Europe.
