Japan Opens Second-Round IR Applications for 2027

Japan has officially set the second-round application period for integrated resort (IR) projects with casinos from May 6 to November 5, 2027. The Cabinet Order, effective March 13, finalizes the timeline following a December draft issued by the Japan Tourism Agency, part of the Ministry of Land, Infrastructure, Transport and Tourism. During this period, prefectures and ordinance-designated cities collaborating with private investors under the IR District Development Act can submit their proposals for review.

Aichi Prefecture Tests Public Support

Aichi Prefecture has opened a public consultation on its draft IR plan for a casino resort on a landfill island near Chubu Centrair International Airport. The plan proposes a 35-year development timeline and aims to integrate gaming with airport access to boost visitor convenience. The consultation is a preliminary step to gauge local opinion before submitting a formal IR District Development Plan.

Meanwhile, Hokkaido is preparing to update its IR strategy by autumn, after abstaining from the first round. The northern region is exploring the tourism potential of casino resorts while balancing local consent and environmental considerations. Both Aichi and Hokkaido highlight location advantages Aichi’s connectivity and Hokkaido’s natural appeal as they navigate regulatory and community requirements.

Osaka Leads from Round One

The first-round selection concluded in December 2023, with Osaka emerging as the sole successful applicant. The JPY1.51-trillion (US$9.56 billion) MGM Osaka resort is scheduled to open in late 2030, preceded by a gambling addiction centre in 2029. Osaka’s success combined casinos with hotels and convention facilities, fulfilling tourism development objectives while setting a benchmark for second-round applicants.

Government and Policy Support

Prime Minister Sanae Takaichi’s second cabinet, formed on February 18 following the Liberal Democratic Party’s supermajority win, has made IR development a key priority. Minister Yasushi Kaneko is tasked with promoting world-class tourism through IRs, reinforcing the policy momentum ahead of the 2027 application window. Local initiatives in Aichi and Hokkaido reflect a balance of growth potential and regulatory safeguards, including responsible gaming measures and revenue distribution plans.

Investor Interest and Market Outlook

International operators remain engaged. Macau’s Galaxy Entertainment Group continues to view Japan as an attractive IR market despite passing on previous bids, while Bally’s Corp has highlighted the country’s investment potential based on prior interest in Fukuoka. Aichi’s airport-linked development and Hokkaido’s resort environment are seen as promising locations, but consortia must act quickly to secure financing and partnerships.

The second-round period ending November 5, 2027, is expected to generate competition among Japanese regions and private investors, potentially establishing the next major IR hub following Osaka’s first-round success.
