Aichi Launches RFP for Airport Island IR Project
Aichi Prefecture in Japan has officially launched a request-for-proposal (RFP) process for a potential integrated resort (IR) project on an artificial island that is also home to Chubu Centrair International Airport. The process began on April 1, following the conclusion of a prior request-for-opinion phase that assessed the feasibility of developing an IR at the site.
The prefectural government has outlined a timeline for interested private-sector participants. Companies wishing to be involved must submit their participation statements by July 31. This will be followed by a consultation phase running through September, with final proposals expected later in the autumn.
Early Signs of Industry Interest
Feedback from the earlier request-for-opinion stage indicated a level of interest from the private sector. Four entities expressed willingness to act as lead developers and operators for a potential Aichi IR, while an additional 11 organisations provided input highlighting relevant expertise and capabilities. The identities of these parties were not disclosed.
This development follows Aichi’s decision in February to re-enter the process for Japan’s next round of integrated resort applications. The newly issued RFP represents a more structured step toward engaging private partners for a project centred on the airport island.
Parallel Research Initiatives
Alongside the RFP, Aichi has initiated further groundwork. On March 10, the prefecture issued a separate tender seeking a contractor to conduct research during fiscal 2026 into the feasibility of establishing an IR at the same location. Together, these initiatives aim to build a clearer understanding before moving forward with a formal application.
Aichi had previously considered participating in Japan’s first IR application round, which concluded in December 2023, but withdrew in 2022 due to disruptions linked to the COVID-19 pandemic, according to Governor Hideaki Omura. He is currently serving his fourth term in office.
National Timeline in Focus
The prefecture’s renewed efforts align with Japan’s broader timeline for a second IR application phase. A Cabinet Order issued on March 10 confirmed that the application window will run from May to November 2027. This provides local governments with time to prepare proposals and secure private-sector partnerships.
The initial national IR round resulted in a single approved project, MGM Osaka, backed by MGM Resorts International, Orix Corp and local stakeholders. The development is expected to open by the end of 2030, with projected costs reaching JPY1.51 trillion (approximately US$9.45 billion).
Moving Toward the Proposal Stage
Located in Japan’s central Chubu region, Aichi Prefecture includes the city of Nagoya, one of the country’s largest urban centres. The launch of the RFP signals a transition into the proposal stage, as the prefecture continues to explore the feasibility of an integrated resort on the airport island. With deadlines now in place, the project is entering a more defined phase of development.
