KSA Extends Lotto BV Monopoly Licenses
The Kansspelautoriteit (KSA), the Dutch Gambling Authority, has granted Lotto BV new monopoly licenses covering lotteries, instant lotteries and land-based sports betting for another five years from January 1, 2027.
Lotto BV’s existing licenses are due to expire on December 31, 2026, making the new licenses necessary to provide clarity over the company’s eligibility to continue offering the three gambling products.
However, the new licenses will take effect only after the KSA receives a ruling from the Administrative Court of the State Council regarding the legality of the gambling monopoly. The court’s decision could have an impact on Lotto BV’s monopoly position across the three markets.
The KSA said:
“It is important in this regard that an uninterrupted legal supply of lottery games, instant lotteries, and land-based sports betting is guaranteed even after 31 December 2026.”
The five-year licenses also introduce new requirements focused on protecting players and children. In addition, Lotto BV must notify the KSA about any changes involving its ownership or management.
Should the court rule that the monopoly license must be revoked, the KSA will have to withdraw Lotto BV’s licenses.
