Loterias Caixa Funds Over R$12B for Brazil Social Programs

Brazil’s federal lottery system continued to play a major role in funding public initiatives in 2025. According to a report released in March 2026 by Caixa Econômica Federal, transfers from Loterias Caixa to social programs surpassed R$12 billion during the year.

The total amount distributed reached approximately R$12.2 billion, remaining broadly in line with the previous year’s figure of R$12.19 billion. These funds are generated through Brazil’s federal lottery distribution structure, where a substantial share of betting revenue is directed toward government initiatives and social development projects.

Funding Distribution Across Public Programs

In 2025, the allocated resources were distributed across several key public sectors.

The largest share, around R$4.46 billion was directed toward Brazil’s social security system. Public safety initiatives also received significant funding, including R$2.54 billion for the National Penitentiary Fund (FUNPEN) and another R$2.54 billion for the National Public Security Fund (FNSP).

Sports development programs were allocated approximately R$1.92 billion from lottery proceeds. These funds contribute to a range of initiatives aimed at supporting sports in Brazil, including Olympic-related activities.

Other areas also benefited from the lottery distribution framework. The National Culture Fund (FNC) received R$745 million, while the Student Financing Fund (FIES) obtained R$474 million to support higher education programs.

Several social and charitable organisations were among the beneficiaries as well, including the National Fund for Children and Adolescents (FNCA), the Brazilian Red Cross, the National Federation of APAE (Fenapaes) and the National Federation of Pestalozzi Associations (Fenapestalozzi).

Mega da Virada Boosts Year-End Revenues

December proved particularly strong for lottery sales, largely driven by the popularity of Mega da Virada, the special New Year’s Eve draw linked to the Mega-Sena lottery.

The draw generated ticket sales exceeding R$3 billion, enabling Caixa to channel around R$1.9 billion to social programs during that month alone.

Mega da Virada is widely regarded as Brazil’s largest lottery event and contributes significantly to the annual pool of funds allocated to public initiatives.

Legal Basis for Lottery Contributions

The allocation of lottery revenues in Brazil follows legislation originally enacted in 1962. Under the law, nearly half of the revenue generated through lottery betting must be directed toward public policies and social programs.

Decisions on how these resources are divided among sectors are determined by Brazil’s National Congress.

The broader role of Loterias Caixa in supporting national initiatives was also highlighted during a panel discussion at SBC Summit Rio 2026. During the session, Renato Silva Siqueira, General Director of Loterias Caixa, discussed the institution’s contribution to sports development and other public initiatives in the country.
