Macau Considers Targeted Exemptions to Ad Ban

Macau may introduce targeted exemptions to its proposed sweeping ban on gambling advertising, signalling that the government is prepared to refine the draft law after industry pushback, according to reporting from the Macau News Agency. While the administration remains committed to sharply curbing promotional activity, officials now acknowledge that certain parts of the gaming ecosystem cannot function without limited advertising allowances.

The proposed legislation, released in July for a 30-day consultation, restates the long-standing rule that casino operators may promote gambling only inside designated gaming areas. This principle, regulators said in a recent summary, will not change.

But the public consultation surfaced a range of concerns from the 155 submissions received. Operators and suppliers warned that a blanket prohibition would inadvertently restrict basic forms of communication, such as updates on company websites or product information displayed on their own premises. They also stressed that major industry events like trade shows and equipment expos depend on the ability to showcase gaming products to buyers, partners and regulators.

In response, the government’s revised draft proposes explicit carve-outs for advertising linked to conventions, exhibitions, and similar industry-only environments. These would allow manufacturers of gaming equipment to display and promote their products in controlled, professional settings without breaching the law.

At present, only licensed concessionaires can disseminate gambling-related information and even then only within casino boundaries. The government says it does not intend to loosen these rules, but may introduce further restrictions to limit public exposure to gambling marketing.

Regulators stress that the goal is to protect the community from excessive promotion while ensuring Macau’s gaming supply chain can operate without undue disruption. As the world’s most prominent casino market, Macau is seeking to recalibrate its advertising framework in line with global regulatory trends and local social priorities.

The final bill will detail the exact limits of the ban, outline enforcement mechanisms and codify the exceptions. Authorities will finalize the legislation once all industry and public viewpoints have been fully examined, aiming for a framework that supports responsible advertising while safeguarding the economic pillars of the territory.
