North Macedonia Adopts State Gambling Monopoly

North Macedonia has replaced its previous mixed public-private online gambling framework with a fully state-controlled model, marking a major shift in the country's gaming sector. The new Law on Games of Chance and Entertainment Games came into force on July 14, ending the regulatory system that had been in place since 2011.

State Takes Full Control

Under the previous framework, private operators were allowed to offer online gambling services only through partnerships with the state, which retained at least a 51% ownership stake and final decision-making authority.

That model attracted foreign investment through joint ventures with the state lottery while keeping online gambling within a licensed and regulated environment.

The new legislation removes private ownership from the online gambling sector entirely. Going forward, all online gambling operations will be managed by a fully state-owned joint-stock company, creating a state monopoly over the market.

Licensing System Removed

Following the parliamentary elections in May 2024, the new government made gambling reform a priority.

By September, authorities had already begun revoking the licences of several private operators, including NOVO VLT, Mozzart, 77 BITS, Vezuv and 2Win.mk.

Under the new law, private companies are no longer permitted to hold ownership interests in online gambling businesses. However, they may continue to participate in the sector by supplying technology or gaming content.

The previous B2B licensing framework has also been abolished.

New Rules for Land-Based Operations

The legislation also introduces new requirements for land-based gambling venues.

Casinos and slot clubs must now be located at least 500 metres away from primary and secondary schools.

In addition, operators will be required to demonstrate that slot machines comply with the necessary technical standards before they are allowed to enter operation.
