PAGCOR to Launch 24/7 Problem Gambling Hotline

The Philippine Amusement and Gaming Corp (PAGCOR) has announced plans to introduce a round-the-clock problem gambling hotline by 2026, aiming to strengthen player protection and promote confidence in the country’s gaming industry. The announcement was made by Vina Claudette Oca, assistant vice president of PAGCOR’s Gaming Licensing and Development Department, during a panel discussion at G2E Asia @ The Philippines 2025.

Expanding Accessible Support for Players
Oca highlighted that the upcoming helpline will provide immediate assistance to individuals facing gambling-related issues, forming a key pillar in PAGCOR’s broader commitment to safeguarding patrons. By ensuring continuous access to support, the regulator seeks to enhance public trust and demonstrate its responsiveness to societal concerns regarding gaming.

Regulatory Oversight Beyond Casinos
PAGCOR continues to extend its oversight beyond casino operations, collaborating with the Ads Standards Council to regulate gambling advertising. Guidelines have already been issued to remove gaming promotions from billboards and other out-of-home media, reflecting a stricter enforcement environment. Oca affirmed that PAGCOR intends to maintain and strengthen these partnerships as discussions on online gambling volumes and regulation advance.

Technology as a Safeguard
Private operators are also leveraging technology to enhance responsible gaming measures. Nerie Aquino, Gaming Compliance Director at Tiger Resort, Leisure & Entertainment Inc, overseeing Okada Manila, described the use of facial recognition systems integrated with PAGCOR’s National Database for Restricted Persons. These tools, combined with strict Know Your Customer (KYC) protocols, help ensure that restricted individuals are denied access and player verification is consistently enforced.

Digital Platforms Adopt Proactive Monitoring
Online operators are similarly using data-driven strategies to protect players. Erick Su, head of ArenaPlus under DigiPlus Interactive Corp, outlined how the platform tracks user behavior to identify potential gambling risks. Digital monitoring enables early interventions such as setting session or loss limits, promoting self-exclusion or connecting players with treatment resources, illustrating the growing role of analytics in responsible gambling.

A Collaborative Approach to Safer Gaming
Through initiatives like 24/7 helplines, AI-assisted surveillance and proactive digital monitoring, the Philippine gaming industry is building a multi-layered safety framework. As 2026 approaches, the combined efforts of regulators, land-based operators and online platforms aim to establish a more secure and responsible gaming environment across the country.
