Rio Grande do Norte is preparing to officially launch its state lottery in the first half of 2026, marking a major move toward expanding regulated betting and strengthening revenue generation. The rollout follows the recent approval of the state’s lottery framework and will place RN alongside other Brazilian states developing structured gaming markets.

The Secretary of Finance (SEFAZ) has confirmed the timeline and is now advancing plans to issue a public notice for the accreditation of private operators. This step will determine which companies will be allowed to offer fixed-odds betting under state authorization.

Public Notice Expected by Late 2025

Although SEFAZ has not set a specific release date, the agency still expects to publish the accreditation notice before the end of 2025. The timing depends on administrative processes outside its full control, but officials maintain confidence in the schedule.

The state projects R$25 million in revenue for 2026 once operations are fully active. Around R$3 million has been allocated as the initial investment to support implementation. SEFAZ is currently working with legal specialists in gaming regulation to finalize the lottery’s operational and contractual model.

Regulatory Rules and Operational Structure

The operational framework for the RN Lottery was detailed in Portaria nº 1.306, published in early December. The regulation defines the rules for fixed-odds betting referred to locally as “bets” and establishes AQF as the first betting category to be launched.

SEFAZ will grant concessions to qualified private operators through a formal credentialing process. Eligible applicants include companies organized under Brazilian law or foreign entities with a locally established subsidiary, provided a Brazilian partner holds at least 20% ownership.

The regulation affirms that operators’ primary revenue source will be player wagers, with other income streams requiring SEFAZ approval. Oversight, auditing and ongoing compliance responsibilities remain under state control.

Legal Basis and Betting Modalities

The legal foundation for the RN Lottery was created through Law 12.217/2025 and later regulated by Decree nº 34.840/2025. These measures outline authorization procedures, operating requirements and supervisory mechanisms, including fixed and variable licensing fees.

The lottery may offer multiple products across both land-based and digital channels, including:

  • Number draws

  • Sports prediction games

  • Fixed-odds betting (AQF)

Participation may occur through printed tickets or digital interfaces.

Funding Allocation and Player Safeguards

A State Lottery Fund will receive all unclaimed prizes after 90 days. Revenues will support social initiatives in health, education and public security, providing a stable non-tax income source for RN.

Strict consumer-protection rules apply: operators cannot extend credit, bonuses or advance payments to bettors and individuals such as athletes, sports officials and regulatory staff are banned from participating.

The state intends to implement an open-competition licensing model, allowing multiple operators to enter the market. This multi-operator approach is designed to encourage better service quality, strengthen regulation and ensure a safe, transparent betting environment for players.
