South Korea Appoints New Gambling Commission Chair

National Gambling Control Commission has appointed Choi Byung-hwan as its new chairman, with the role officially commencing on April 28 at the Government Complex in Gwacheon. He outlined plans to prioritise consumer protection alongside the sustainable development of the gambling sector.

Choi’s appointment, confirmed by the Prime Minister on April 21, marks the beginning of the commission’s seventh term. As the 10th chairman, he brings extensive experience from senior positions within government.

In his opening remarks, Choi emphasised the need to strengthen systems that protect users from the potential negative impacts of gambling, while also supporting the industry’s long-term growth. His comments indicate that safeguarding consumers will remain a central focus for the commission moving forward.

Prior to taking on the role, Choi held several high-level government positions, including First Vice Minister at the Office for Government Policy Coordination and a presidential advisory role focused on national policy operations. This background is expected to influence the commission’s approach, particularly in coordinating policies across different areas of the gambling sector.

The new leadership comes at a time when regulators are balancing stricter oversight with industry development. The updated structure of the commission suggests a more coordinated framework for addressing these priorities.

The commission’s membership includes eleven civilian experts with experience in areas such as addiction prevention, law, technology and public communication. This combination of expertise is intended to support a comprehensive approach to issues including problem gambling, regulation and enforcement.

Members will serve a three-year term running from April 21, 2026, to April 20, 2029. During this period, the commission is expected to shape policy direction in South Korea’s gambling market, with a focus on both protecting consumers and maintaining a stable, sustainable industry.
