A recent investigation by The Fourth Wall, a sociocultural research firm, has exposed rapid growth in unregulated online gambling across the Philippines. Many players remain uncertain about the legal consequences of betting online, yet continue to participate, driven more by confidence and optimism than by regulatory compliance. The survey covered 400 online gamblers in Mega Manila, Metro Cebu and Metro Davao.

Confidence Guides Gambling Behavior
According to John Brylle L. Bae, Research Director at The Fourth Wall: “Players are guided by trust and expected returns rather than legality. Perceived fairness and winning potential outweigh platform credentials.” This insight explains why many continue engaging with unlicensed platforms despite legal ambiguity.

Unregulated Sites Encourage Frequent High-Stakes Play
The study found unlicensed platforms attract higher wagers and more frequent play compared to PAGCOR-regulated sites. Roughly 41% of participants gambled two to three times a week, while nearly one third placed bets four times or more weekly, often exceeding PHP1,000 (~US$17).

Gambler Segments Identified
Survey respondents were categorized into four types:

  • High-Stakes Losers (44%): Bet large amounts but experience frequent losses.

  • Perceived Winners (28%): Confident in their gains.

  • Casual Players (17%): Gamble occasionally with low stakes.

  • Regulated Gamblers (11%): Split time between licensed and unlicensed platforms, favoring regulated sites.

Most players are 26–45 years old, largely from lower-income households, viewing gambling as leisure often linked to family life.

Features and Risks of Unregulated Platforms
Unregulated platforms often offer ~5,000 games, surpassing licensed operators’ ~2,900 titles. They provide fast deposits, simple payments, and attractive promotions, though safety and fairness are frequently absent. The survey found:

  • 90% registered with minimal verification

  • 80% experienced no betting limits

  • 65% noted no fairness certifications

Policy Recommendations
Bae urged authorities to focus on enhancing regulated platforms instead of punishing players. Expanding payment options, easing verification, and providing clearer advertising standards could make licensed sites more appealing. Greater emphasis on responsible gambling communication, grievance channels and protective tools could steer users toward safer, legal platforms.

Towards Safer Online Gambling
As online gambling continues expanding, the study highlights the need for data driven regulations and public awareness campaigns. Players’ focus on trust and perceived profit over legality suggests authorities must balance protection with realistic market conditions. Accessible, transparent and reliable licensed alternatives may reduce reliance on unregulated platforms while fostering responsible gambling habits.
