Brazil Hosts First National Sports Match-Fixing Summit

Between September 29 and October 1, Brasília will welcome the First National Technical Summit on Combating Sports Match-Fixing, held at the Ministry of Sports auditorium. The event is organized by the Interministerial Working Group, in partnership with the Ministries of Sports, Finance, Justice and Public Security, with operational backing from the Federal Police and support from the United Nations Office on Drugs and Crime (UNODC).

This initiative marks a major step for Brazil in fighting sports manipulation and unlawful betting. Its goal is to strengthen cooperation between public authorities and advance the National Strategy Against Match-Fixing, ensuring greater integrity, trust, and transparency in the sporting sector.

Training for Law Enforcement

One of the program’s priorities is the training of 54 specialized police officers drawn from the Civil Police and Federal Police of each state and the Federal District. Participants will receive technical instruction, practice with investigative equipment and guidance on how to detect and handle suspicious cases.

Workshops and debates will also cover investigative methods, intelligence work, data evaluation and the use of modern technologies to flag unusual betting trends. The initiative is designed to unify investigative approaches, encourage cooperation across states and boost the overall capacity of law enforcement agencies.

National Match-Fixing Manual to Be Released

A key feature of the event will be the launch of the National Manual for Combating Sports Match-Fixing. This publication will set out practical measures, offering clear methodology and frameworks for regulators and enforcement bodies.

The manual is expected to provide consistency in the government’s response to sporting fraud, making investigations faster and deterrence stronger.

International Expertise and Collaboration

The conference also demonstrates Brazil’s commitment to adopting global best practices. Local and international experts will share experiences in regulating betting markets, assessing risks and coordinating cross-agency investigations.

With support from UNODC, the program gained added legitimacy, aligning Brazil with international standards for anti-corruption, risk monitoring and the fight against illegal financial flows tied to betting.

Unified Government Approach

Created under Ordinance No. 01 (August 25, 2025), the Interministerial Working Group brings together the Ministries of Sports, Justice and Public Security, Finance and the Federal Police. This collective structure highlights the government’s intention to confront match-fixing not only as a technical issue but also as a cultural threat to fairness and competition.

By coordinating legal, regulatory, investigative and educational measures, the initiative ensures a comprehensive national effort against sports manipulation.

Building Integrity in Sports

The event underscores the federal government’s pledge to promote a sporting environment built on fairness, transparency and trust. Through investment in training, tools, and international cooperation, Brazil seeks to reassure athletes, clubs, fans and the regulated betting industry that matches are protected against fraud and criminal influence.

With this step, Brazil strengthens its path toward harmonized public policies, prevention of sports manipulation and restoration of public confidence in the fairness of competition.
