Brazil Launches Policy to Combat Match-Fixing

The Brazilian Federal Government has introduced a new framework aimed at tackling match-fixing and protecting the integrity of sports competitions. Through Interministerial Ordinance No. 1, issued on March 25, 2026, the Ministries of Sports, Finance, Justice and Public Security established the National Policy for the Prevention and Combating of Sports Results Manipulation (PNPEMR).

This initiative represents a key development in Brazil’s regulatory landscape, designed to strengthen oversight and reinforce confidence in the country’s expanding sports betting sector.

New Responsibilities for Operators

Under the new policy, the Ministry of Finance will supervise the fixed-odds betting market. Licensed operators are required to implement monitoring systems capable of identifying suspicious betting behaviour and must report potential cases of match manipulation to authorities in real time.

The framework is built around four core areas: regulation, prevention, monitoring and enforcement. It introduces standardised reporting procedures, promotes best practices in integrity, supports ongoing data sharing with relevant bodies and ensures coordinated action against criminal activity.

Expanded Role for Law Enforcement

The Ministry of Justice, together with the Brazilian Federal Police, will oversee enforcement of the policy. The ordinance grants the Federal Police authority to investigate sports-related fraud, particularly in cases that involve cross-border or multi-state activity.

Authorities will also rely on advanced intelligence systems to track irregular financial movements and detect suspicious betting patterns, reflecting a focus on addressing complex forms of fraud in a digital environment.

Establishment of a Steering Committee

To support implementation, the Ministry of Sports will create a dedicated Steering Committee responsible for guiding the rollout of the PNPEMR.

This body will include representatives from sports organisations, law enforcement, and licensed betting operators. Among its responsibilities will be approving an official action plan and ensuring coordination between different stakeholders.

Strengthening Market Integrity

The introduction of the PNPEMR signals a more structured approach to safeguarding integrity within Brazil’s betting industry. As the market continues to develop, the framework is expected to play an important role in maintaining transparency and security for both operators and consumers, while supporting sustainable growth through stronger regulatory oversight.
