Brazil is set to tighten regulations on online betting platforms, as announced by Vice President Geraldo Alckmin during a meeting with the nation’s top retail industry representatives in Brasília. The discussion reflects mounting pressure on the gambling sector to comply with stricter rules. Retail leaders argue that the rapid growth of online betting may negatively impact consumers.

Alckmin noted that the industry has evolved considerably over the years. “Previously, there was no regulation and everything operated underground. Regulation and taxation have now been applied, and further measures will target mobile gaming, which raises concerns about gambling addiction” he said.

Retail Sector Pushes for Stricter Oversight
The meeting forms part of the retail industry’s ongoing campaign to influence government policy, emphasizing that online betting could be harming local businesses. ABRAS, the Brazilian Association of Supermarkets, has actively advocated for stricter rules and higher taxes on betting platforms, claiming that the sector poses economic risks.

Legal Dispute Highlights Industry Divide
The gambling sector, however, strongly disputes these claims. The National Association of Games and Lotteries (ANJL) has taken ABRAS to court, arguing that the allegations lack supporting evidence. ANJL stated that the claims involve “generalized and potentially defamatory statements that target the industry as a whole” and emphasized that official IBGE data shows the retail sector grew by 4.7% in 2024, with no proven link to online betting.

Official Data Counters Spending Concerns
Further context from the Ministry of Finance shows that most Brazilian bettors spend modest amounts: 53.4% wager up to R$50 per month, with an average monthly expenditure of R$122 in 2025. This data challenges claims that online betting is significantly straining household budgets.

Balancing Regulation and Market Risks
The debate continues over the best way to regulate the industry. Critics argue that overly strict limits on legal betting could push users toward illegal operators. “Restricting lawful platforms may benefit the illegal market. Players who cannot bet legally will seek alternative, unregulated sites” industry experts note.

The government’s next moves will be closely watched, as they may redefine the boundaries for online betting in Brazil and shape the future of the sector.
