Brazil Tightens Online Betting Advertising Rules

Brazil is set to implement tougher regulations on online betting advertising, with new marketing requirements coming into effect just before one of the year's biggest sporting events.

Beginning on 17 July, licensed betting operators must include government health warnings in all advertisements, informing consumers about the risks of gambling addiction and financial losses. The new rules also prohibit advertising that presents betting as an easy source of income, while commentators and public figures will no longer be permitted to encourage betting activity.

The regulations will take effect only two days before the World Cup final, a period that traditionally sees increased betting activity and advertising.

Finance Minister Dario Durigan said enforcement will extend beyond licensed betting operators to include advertising agencies, influencers and other organisations involved in promoting gambling campaigns that encourage betting.

Licensed Industry Supports New Measures

Brazil's regulated betting industry has broadly supported the government's new advertising framework.

The National Association of Games and Lotteries (ANJL) stated that the measures will help distinguish licensed operators from illegal betting platforms. The association said companies holding federal licences should continue operating within a clear regulatory framework while complying with the updated advertising requirements.

However, ANJL also stressed that advertising restrictions alone will not address the broader issue of illegal betting.

According to the association, unlicensed betting operators continue promoting their services without federal approval, avoiding tax obligations and failing to meet the consumer protection standards required of regulated operators. It also argued that many illegal platforms do not apply anti-money laundering controls, age verification measures or responsible gambling protections.

The association added that unlawful advertising harms the reputation of Brazil's regulated betting market and called for stronger enforcement against unauthorised operators.

Wider Regulatory Enforcement

The new advertising rules form part of the Brazilian government's broader strategy to strengthen oversight of the country's expanding online betting sector.

Last month, President Luiz Inácio Lula da Silva signed a decree allowing authorities to freeze assets connected to illegal betting operators. The latest measures build on that initiative by tightening advertising standards for licensed companies while reducing the visibility of unlicensed operators.

Regulators are also expanding enforcement beyond betting operators themselves, placing greater responsibility on agencies, influencers and other parties involved in gambling marketing campaigns.

The new framework signals increased regulatory scrutiny of betting advertising while reinforcing efforts to combat illegal gambling operations operating alongside Brazil's licensed market.
