Canada Eyes Betting Taxes to Fund Sports

Canada’s sports sector may soon receive a new source of funding, as a recent government-backed report proposes redirecting tax revenue from sports betting to support the national system. The recommendation comes from the Future of Sport in Canada Commission, which has highlighted long-standing funding gaps affecting both grassroots programmes and elite development.

Rising Betting Market as a Funding Source
Since the legalisation of single-event sports betting five years ago, Canada’s wagering market has expanded rapidly. This growth has prompted industry stakeholders to view betting-related tax income as a potential solution to ongoing financial pressures within sport. Organisations such as the Canadian Olympic Committee and the Canadian Paralympic Committee have expressed support for the proposal, suggesting that reinvestment could strengthen development pathways, improve access and sustain physical education initiatives.

Additional funding could also help address barriers faced by young athletes, including equipment and travel costs, while supporting community-level programmes and school sports activities.

Integrity Challenges Highlighted
The report also raises concerns around the risks associated with increased betting activity. In particular, it points to the potential for match-fixing and manipulation as wagering expands. The commission emphasises the need for regulators and governing bodies to enhance oversight measures to protect the integrity of competitions.

Debate Over Responsible Gambling
While the proposal has gained support, it has also sparked debate around the social impact of gambling. Critics have questioned whether betting-related revenue should be used to fund youth sport, citing concerns around addiction and its broader effects. The commission has therefore recommended that any implementation be accompanied by stronger safeguards, including education and support programmes.

Next Steps
Rather than setting out a formal policy, the commission has encouraged the federal government to further examine the role of betting revenue in long-term sports funding. The findings position sports betting as an increasingly central element in discussions around the future of Canada’s sporting ecosystem.
