The recommendation comes from the Future of Sport in Canada Commission, which has highlighted long-standing funding gaps affecting both grassroots programmes and elite development.

Rising Betting Market as a Funding Source
Since the legalisation of single-event sports betting five years ago, Canada’s wagering market has expanded rapidly. This growth has prompted industry stakeholders to view betting-related tax income as a potential solution to ongoing financial pressures within sport. Organisations such as the Canadian Olympic Committee and the Canadian Paralympic Committee have expressed support for the proposal, suggesting that reinvestment could strengthen development pathways, improve access and sustain physical education initiatives.

Additional funding could also help address barriers faced by young athletes, including equipment and travel costs, while supporting community-level programmes and school sports activities.

Integrity Challenges Highlighted
The report also raises concerns around the risks associated with increased betting activity. In particular, it points to the potential for match-fixing and manipulation as wagering expands.
