Febralot Slams BetCaixa Suspension in Brazil
Febralot has publicly criticized the federal government’s decision to halt the BetCaixa initiative, arguing that the suspension prevents Caixa Econômica Federal from entering Brazil’s fixed-odds betting segment under the framework established by the Ministry of Finance.
According to Febralot, putting the project on hold risks reducing potential tax revenue while creating further space for unregulated operators. BetCaixa was designed to introduce a state-backed sports betting platform leveraging Caixa’s nationwide lottery network, with projections estimating betting turnover could reach approximately R$2.5 billion by 2026.
The presidential office opted to suspend the initiative through the end of 2025, citing political pressure and broader concerns about the social and economic effects of expanded betting activity in Brazil.
Illegal Market Concerns
Febralot maintains that a significant share of betting activity in Brazil is currently conducted through offshore platforms that neither contribute tax revenue nor comply with responsible gaming and regulatory standards. The federation estimates that more than R$10 billion in annual tax revenue is being lost due to these operations.
In its view, shelving BetCaixa weakens efforts to formalize and strengthen the regulated market, instead benefiting clandestine operators while financial flows and consumer data move beyond Brazil’s jurisdiction.
The federation also highlighted Caixa’s more than 60 years of experience in managing lottery products, arguing that the institution possesses the operational capacity necessary to implement safeguards and consumer protection mechanisms.
Authorization and Political Debate
Health Minister Alexandre Padilha described discussions surrounding the project as speculative and stated he was unaware of any formal plan presented by Caixa. He also raised concerns about the potential social consequences of betting expansion, including gambling addiction and impacts on families.
Despite the suspension, Caixa Loterias S.A. has reportedly received authorization from the Secretariat of Prizes and Betting, a body within the Ministry of Finance, to operate fixed-odds betting. The approval was granted under Ordinance SPA/MF No. 1,665, published in Brazil’s Official Gazette and signed by Regis Dudena. The authorization covers the brands BetCaixa, Megabet and XBet Caixa.
The issue intersects with broader legislative discussions in Brazil’s Chamber of Deputies regarding the proposed Cide-Bets contribution, a new levy on betting activities. Licensed operators have voiced concerns that additional fiscal measures could further burden the regulated sector without effectively addressing illegal market activity.
Amid these developments, Febralot has appealed to the Federal Senate and called on the President to revisit the suspension decision, positioning BetCaixa as a mechanism to generate public revenue while combating illicit betting operations.
