Finland Approves 12 Gambling Licences for 2027 Launch

Finland’s National Police Board has confirmed 12 operating licence approvals ahead of the country’s planned gambling market launch in 2027. According to information provided to iGB, the regulator received 79 applications, with the following operators appearing on the approved list:

  • Hippos ATG Oy

  • Sunflower Gaming Limited

  • Granturo Finland Ltd (Wildz Group)

  • Skill On Net Ltd

  • SuomiVeto Oy

  • Cloudberry Ent Limited

  • SixthSpin Limited

  • KuuFlip Limited

  • RocketLily Ent Limited

  • Nivei Ursi Limited

  • YTBlue Limited

  • Buccone Trading Limited

Veikkaus Absent from Approved Operators

Notably absent from the list is Veikkaus, Finland’s existing state gambling monopoly, which also applied for permission to compete in the liberalised online gambling market.

Despite its absence from the announced approvals, Veikkaus is expected to benefit from its established brand and extensive customer database when private operators enter the market.

Under the planned framework, private companies will be able to compete in the online gambling sector, while Veikkaus will retain its monopoly over lotteries, scratch cards and land-based gaming machines.

The licensing decisions mark a step towards Finland’s planned transition to a more competitive online gambling market in 2027.
