Italy Projects €700m Gambling Tax Revenue in 2027 Budget
Italy’s government has approved the draft 2027 Budget Law, which anticipates generating €700 million in tax revenue from the gambling sector. The figure falls between earlier estimates, which ranged from €400 million–€500 million to as much as €1 billion.
The expected gambling contribution will help finance the government’s wider spending programme, valued at €26 billion for 2027 and €27 million for 2028. However, the budget still requires parliamentary approval and the specific measures through which the gambling industry will generate the projected revenue have not yet been outlined.
The draft does not include plans for a new tender for the Gratta e Vinci scratch-card concession, which is due to expire in September 2028. The government has yet to decide whether to launch a competitive tender or extend the existing concession in exchange for compensation.
Meanwhile, efforts to restructure Italy’s land-based gambling sector continue to progress slowly. The Customs and Monopolies Agency has been instructed to extend existing retail licences until the end of 2028, postponing a permanent regulatory solution.
The proposed budget also comes as Italy’s online gambling market continues to adapt to the regulatory framework introduced in November 2025.
Flutter Entertainment, which manages several gambling brands in the country, including Sisal, Snai, PokerStars, tombola and Betfair, is shutting down Betfair’s Italian operations while maintaining its focus on its other local businesses.
The government has not yet specified which gambling products or tax categories will be affected by the additional financial burden. Options under consideration include increasing taxes on gaming machines and raising the cost of concession extensions.
Further details are expected as the 2027 Budget Law moves through the parliamentary approval process.
