Loterj Expands Focus on Responsible Gambling

Loteria do Estado do Rio de Janeiro (Loterj) has outlined a broader vision for gambling regulation, describing the sector not only as a source of public revenue but also as a tool for social policy and consumer protection. The regulator said its current strategy aims to connect gaming oversight with wider public interests, including responsible gambling measures and stronger protections for players.

According to Loterj, the objective is to create a more balanced structure for the gaming industry by combining economic development with regulatory compliance and social responsibility.

A key focus of the regulator’s strategy is the fight against illegal gambling activity in Rio de Janeiro. Loterj president Fabíola Esteves stated that addressing the issue will require cooperation between multiple institutions rather than relying solely on gaming regulators.

Esteves explained that state lotteries can contribute to creating a regulated and supervised market, but eliminating illegal gambling will depend on joint action involving state authorities, the federal government, the judiciary, police agencies, financial institutions, digital platforms and consumer protection bodies.

Loterj believes this coordinated approach could help reduce illegal activity while strengthening trust and security within Brazil’s regulated gaming sector.

The regulator also highlighted its ambition to position Rio de Janeiro as a destination for gaming and entertainment activities. To achieve that goal, Loterj said the market must operate under a clear regulatory framework supported by effective supervision and oversight.

According to the agency, the state’s Video Lottery Terminal (VLT) framework was designed using international regulatory standards, with the intention of creating a controlled and transparent operating environment.

Loterj noted that properly regulated gaming systems could support tourism growth and wider economic activity across the state, while maintaining safeguards to ensure the sector develops responsibly.

The regulator added that responsible gambling, consumer protection, regulatory intelligence and financial oversight will remain central priorities moving forward. Planned measures include expanded auditing systems, real-time monitoring, anti-money laundering controls, and stronger data protection standards.

Loterj also stated that its regulatory model has already contributed to broader discussions around gambling regulation in Brazil, particularly through its efforts to develop state-level oversight aligned with the country’s federal regulatory framework.

According to the agency, the long-term success of Brazil’s gaming sector will depend on maintaining transparency, compliance, consumer protection and responsible market practices.
