Lotesul Lottery Tender Faces Appeal Delay in Brazil
A consortium formed by Dodmax Tecnologia S.A. and PayBrokers Loterias Ltda. has been selected to operate the State Lottery of Mato Grosso do Sul (Lotesul), although the bidding process remains temporarily suspended while appeals from disqualified companies are reviewed.
The tender is being overseen by the State Secretariat of Finance (Sefaz), which confirmed that the appeals review period is expected to conclude this week. According to reports from Correio do Estado, Sefaz stated that the submitted appeals are currently under analysis together with the Secretariat of Administration (SAD).
The licensing process has been underway since 2025 but encountered delays after three companies that were excluded from the competition formally challenged the bidding outcome. Authorities explained that the next stages will proceed once the review process is completed.
Sefaz also indicated that, provided no additional obstacles arise, the contract with the winning consortium is expected to be signed between late July and early August.
Several companies submitted different revenue-sharing proposals during the bidding process for the right to manage Lotesul.
LottoPro Jogos de Apostas e Gestão de Lotéricas Ltda., which operates in multiple Brazilian states including Paraná, Maranhão, Paraíba, Tocantins, Rio de Janeiro and Mato Grosso, proposed transferring 43.36% of lottery revenues to the state.
Meanwhile, Prohards Comércio, Desenvolvimento e Serviços em Tecnologia da Informação Ltda. offered 36.11%, while São Paulo-based Idea Maker Meios de Pagamento e Consultoria proposed 35.33%.
The winning consortium of Dodmax and PayBrokers adopted a different structure, offering to retain 69% of revenues while allocating 31% to the government of Mato Grosso do Sul.
Under that arrangement, the state would receive BRL 31 million for every BRL 100 million generated through lottery operations.
Sefaz stated that the next phase of the process will depend on the outcome of the appeals review. Once the appeals stage is resolved without further issues, the government plans to publish the final decision and move forward with the contract signing process.
After the agreement is finalized, authorities are expected to issue accreditation notices for lottery operators responsible for offering gaming services within the state.
The development of Lotesul reflects a wider movement across Brazil, where several states are establishing their own lottery operations following recent regulatory changes in the country’s gambling sector.
The process in Mato Grosso do Sul has attracted industry attention as regional gaming markets continue to expand throughout Brazil.
