Idea Maker Leads Bid for Mato Grosso do Sul Lottery
A fintech company based in São Paulo has emerged as the leading contender in the bidding process to operate the lottery of Mato Grosso do Sul, known as Lotesul. The concession contract is projected to generate approximately R$51.4 million in annual revenue for the selected operator.
Idea Maker Meios de Pagamento e Consultoria, established in 2011, moved into the leading position after one of the competing bidders was technically disqualified during the evaluation stage of the process.
The company already has experience working in the region, having developed the mobile application for the MS Cap capitalization bond, which replaced Pantanal Cap in 2021.
Bid Process Advances After Competitor Disqualification
Following the removal of one competitor, Prohards, from the bidding process, Idea Maker has been formally invited to submit its final proposal for the concession to operate the Mato Grosso do Sul lottery.
As part of the final stages, the fintech company will need to complete a proof-of-concept assessment designed to evaluate the technical performance of its proposed lottery platform. The test will determine whether the company’s system can meet the operational requirements needed to manage the lottery.
If the evaluation is successful, Idea Maker will take responsibility for running the digital platform behind Lotesul.
Financial Proposal Above Minimum Requirement
To strengthen its bid, Idea Maker submitted a financial proposal offering to transfer 35.33% of the lottery’s total revenue to the state government.
This figure significantly exceeds the minimum requirement of 14.33% outlined in the tender rules and represents the highest financial offer among the remaining bidders.
If the proposal is accepted, the agreement could result in increased revenue for the state’s public finances.
Platform Responsibilities and Integration
The company selected to operate Lotesul will be responsible for delivering an integrated system capable of managing all lottery activities.
This includes centralised oversight of ticket sales, player identification, prize payments and tax collection processes. The integrated platform is intended to ensure transparency and efficient management of the lottery’s operations.
Potential Expansion for Idea Maker
Securing the concession would represent a major expansion for Idea Maker’s operations. The company is led by executive Jorge Ramos de Oliveira Júnior along with entrepreneur Marcelo Augusto Galli.
With registered capital of R$5.5 million, the fintech firm currently operates applications across several Brazilian states, including São Paulo, Minas Gerais, Paraná and Santa Catarina.
Although Idea Maker is currently the leading bidder, the final outcome remains uncertain. Prohards has stated it plans to appeal its technical disqualification, though the appeal will only be submitted after the evaluation and qualification phases are completed.
The government of Mato Grosso do Sul is expected to announce the date of the technical test in the Official Gazette, which will determine whether the proposed platform meets the technological requirements needed to operate the Lotesul lottery system.
