Rio Grande do Sul Launches Lottery Concession Consultation

The government of Rio Grande do Sul has officially announced a public hearing and consultation process concerning the concession of the state’s lottery services. The announcement was made by the Secretariat for Gaúcha Reconstruction (Serg) and is grounded in Article 90 of the State Constitution, which allows the state to operate lottery services.

The initiative is designed to ensure transparency and public involvement in shaping the framework for the lottery concession, granting private operators the opportunity to manage lottery activities within the state.

Scope of the Lottery Concession

The concession project covers a broad range of lottery types, including fixed-odds betting, prognosis lotteries, instant lotteries, traditional lotteries and other lottery modalities that may be authorized under future federal legislation. The approach reflects the state’s aim to align its lottery system with Brazil’s wider regulatory standards for gaming and betting.

Structure of the Public Hearing

The online public hearing is scheduled for January 26, 2026, at 2:30 p.m. (local time). During the session, state officials will present the concession project and provide a technical overview of the proposed model.

Participants will be able to follow the presentation and gain insight into the legal, regulatory and economic aspects of the concession. The legal rules governing the public hearing are available in advance to guide interested parties on how to monitor and engage with the proceedings.

Serg emphasizes that this process is intended to foster clarity and encourage informed, constructive participation from stakeholders, civil society and market operators.

Public Consultation Phase

Alongside the hearing, the state has opened a public consultation phase to allow individuals to submit proposals, feedback or technical observations on the lottery modalities included in the proposed concession project.

The concession model has been developed based on analyses of six technical studies submitted through the Procedure for the Expression of Interest (PMI). The Evaluation Committee selected the study from the Shimata and Kikuchi GBSA consortium as the reference for the concession framework. The project remains under strategic development and is currently in the consultation stage.

Goals and Long-Term Outlook

The lottery concession proposal is intended to organize the management of lotteries in Rio Grande do Sul, increase public revenue and create a structured and secure framework for lottery operations. Overall, the initiative positions lotteries as a modern, sustainable option for generating public funds.

The outcomes of the public hearing and consultation are expected to play a key role in shaping the final concession model before the project proceeds to subsequent implementation phases.
