Sweden’s Spelinspektionen Flags Lottery Ticket Issues
Sweden’s gambling regulator Spelinspektionen has identified technical and information-related shortcomings among several providers of physical lottery tickets.
The regulator began reviewing six lottery operators in February 2026 after concerns emerged over physical tickets offering guaranteed prizes above their stated value. The inspections focused on whether the providers met requirements under Sweden’s Gambling Act, Gambling Regulation and technical rules governing information displayed on physical lottery tickets.
Five Lottery Cases Closed
Spelinspektionen has now closed five of the six cases examined.
The operators included AB Svenska Spel, Movendi Sweden, the Psoriasis Association, Tranås AIF Ice Hockey Association and Vänersborgs Hockey Club.
Tranås AIF Ice Hockey Association and Vänersborgs Hockey Club received financial sanctions, while Vänersborgs Hockey Club was also issued a warning.
Svenska Spel Ticket Information Under Review
Spelinspektionen found several information deficiencies on Svenska Spel’s SkrapKeno lottery tickets.
The tickets did not specify the date on which ticket sales began. They also lacked information about gambling-related risks and did not identify Spelinspektionen as the authority responsible for licensing and supervision.
Svenska Spel acknowledged that the information could be interpreted as too general and said it would make changes to its ticket design. The company also provided the regulator with an example of a revised ticket containing information about gambling risks and the responsible authority.
Vänersborgs Hockey Club Receives Fine
Vänersborgs Hockey Club was fined SEK 8,000 (€720) after failing to provide documentation from an authorised organisation confirming that its physical lottery tickets met the required technical standards.
The regulator also found that the tickets did not include information about gambling risks, an independent helpline for gambling-related problems or the supervisory authority.
Spelinspektionen’s latest action forms part of its broader enforcement work concerning compliance among gambling operators in Sweden.
