Ukraine’s PlayCity Plans Military Gambling Ban Module

Ukraine’s gambling regulator PlayCity has begun the tendering process for a software module designed to prevent military personnel from accessing gambling services.

The initiative forms part of the government’s efforts to restrict gambling among members of the military, amid concerns that gambling-related problems could affect troop readiness and create potential risks involving blackmail and other security threats.

Automated Checks to Block Restricted Players

Under the planned system, a player’s identification information will be processed automatically after registration.

The software will check the details against the Register of Persons Restrained from Access to Gambling. If the system confirms that the individual is serving in the military, access to licensed gambling operators and websites will be blocked.

The measure is intended to work alongside existing responsible gambling controls that allow gambling access to be restricted or excluded according to information contained in the national register.

System Expected by December 2026

The Ministry of Defense plans for the software to become operational as soon as development is completed.

The deadline for putting the service into use has been set for December 24, 2026.

The tender marks the next step in developing the technical system needed to identify military personnel and prevent them from accessing regulated gambling services.

Illegal Gambling Remains Separate Challenge

While the planned software will apply to licensed gambling operators and websites, Ukraine continues to face the separate issue of illegal gambling.

Enforcement against offshore and unlicensed operators remains outside the direct scope of the planned access-blocking system.

The PlayCity tender therefore represents an additional measure within Ukraine’s responsible gambling framework, focused specifically on preventing military personnel from accessing licensed gambling services.
