UAE Gaming Regulator Signs MoU With ADGM FSRA

The UAE’s General Commercial Gaming Regulatory Authority (GCGRA) has entered into a memorandum of understanding with the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) to strengthen cooperation and information sharing between the two regulators.

The MoU establishes a framework for coordination on regulatory matters within their respective jurisdictions. It covers areas including information exchange, supervision and investigations.

Formal Regulatory Cooperation

The GCGRA serves as the UAE’s federal regulator for commercial gaming, while the FSRA is responsible for regulating financial services within ADGM. The agreement establishes a formal mechanism for the two authorities to coordinate where their regulatory responsibilities intersect.

The regulators said closer cooperation is intended to provide greater regulatory certainty for businesses operating in ADGM and across the UAE’s wider financial ecosystem as commercial gaming develops as a newly regulated sector.

The framework is also designed to contribute to a transparent and internationally aligned regulatory environment. The two authorities said it will support responsible innovation and sustainable market development while preserving their respective supervisory responsibilities.

Emphasis on Market Integrity

Emmanuel Givanakis, CEO of the FSRA of ADGM, described the agreement as an important development in regulatory cooperation and said it reflects the shared commitment of both authorities to regulatory excellence.

Givanakis highlighted the importance of cooperation between regulators in maintaining market integrity, addressing emerging risks and ensuring regulatory frameworks can evolve alongside innovation.

The MoU extends beyond information sharing by establishing provisions for supervisory coordination and investigative assistance. This gives the two authorities a formal basis for cooperating on matters that involve their respective areas of responsibility.

Supporting the Development of Commercial Gaming

GCGRA Chief Executive Officer Ciarán Carruthers said commercial gaming is one of the UAE’s newest regulated sectors and that cooperation between regulators is important to maintaining its credibility.

Carruthers said the MoU provides the GCGRA and FSRA with a clear mechanism for sharing information and coordinating supervision when their mandates overlap. He also connected the agreement with the UAE’s standing as a well-regulated jurisdiction, noting the importance of regulators working together.

The agreement is intended to strengthen coordination between the two authorities while supporting the UAE’s broader focus on regulatory standards and international best practices. It does not introduce a specific enforcement action, licensing decision or new commercial gaming operation.

Continued Coordination Between Regulators

The MoU creates a formal basis for cooperation between the GCGRA and FSRA of ADGM through information sharing, coordinated supervision and investigative support.

The framework also reflects the need for regulatory approaches to evolve as commercial gaming and related innovation develop in the UAE. For businesses operating in ADGM and the wider financial ecosystem, the arrangement is intended to provide clearer coordination between the relevant authorities.

Both regulators will continue operating within their respective mandates while using the cooperation framework to support market integrity, responsible innovation and sustainable development within the UAE’s regulated commercial gaming sector.
