UK Gambling Commission Calls for Crypto Gambling Debate

Andrew Rhodes, CEO of the UK Gambling Commission, has called for a national discussion on the rapid rise of crypto gambling, emphasizing how younger audiences are reshaping the UK gambling landscape.

Speaking during his annual CEO briefing, Rhodes described cryptocurrency use in gambling as a challenge arriving faster than anticipated. “What I once thought was a five-year concern has now become a priority within the next 18 to 24 months,” he noted.

Crypto Moves From Niche to Mainstream
Younger players are increasingly turning to digital currencies, narrowing the gap between regulated operators and offshore crypto platforms. Rhodes highlighted that the growth of crypto among younger demographics creates both financial and cultural pressures on the traditional gambling system, particularly around anti-money laundering (AML) and source-of-funds checks.

Government Decision Needed on Licensing
Rhodes clarified that the Commission will not independently license crypto operators. He urged government-level deliberation on whether digital assets should be incorporated into the UK’s regulatory framework. “This is a government decision because once the door opens to crypto, it cannot simply be closed,” Rhodes said, pointing to the need for clear rules on funds verification and risk management.

Cross-Vertical Market Convergence
Beyond crypto, Rhodes observed increasing convergence in the gambling sector. Society lotteries, unregulated prize draws and mergers between betting, lottery and gaming operators are creating interconnected corporate structures across Europe. He cited recent deals such as Flutter’s acquisition of Sisal and Bally’s integration with Intralot, emphasizing that regulatory considerations must evolve alongside these changes.

Stronger Enforcement Ahead
The Commission is intensifying enforcement, with nine recent licence suspensions for breaches involving software provision and self-exclusion compliance. Rhodes stressed zero tolerance: “We have repeatedly warned about these issues. There are no excuses, and we will not accept any.” Among suspended operators were VGC Leeds Limited and Spribe OÜ, highlighting the Commission’s continued vigilance.

Industry at a Crossroads
Rhodes concluded that the UK gambling market faces a pivotal moment. The influx of crypto-savvy players, combined with evolving regulatory and technological landscapes, requires proactive adaptation. How the government and regulators address crypto gambling in the coming years will determine the sector’s ability to remain robust and compliant while meeting the expectations of a younger, digital-first audience.
