AGCO Fines Betty Gaming Over Underage Gambling Breach

The Alcohol and Gaming Commission of Ontario (AGCO) has ordered Betty Gaming to pay approximately €80,400 after a failure in its age-verification process allowed underage users to access its Betty.ca gambling platform.

The regulator found that a technical issue identified in November 2025 enabled nine players below Ontario’s legal gambling age of 19 to create funded accounts and participate in gambling activities. A further 14 underage users were able to register on the platform but did not add funds.

According to AGCO, Betty Gaming breached Ontario’s gaming requirements by allowing minors to complete account registration without sufficient verification checks. Licensed operators in the province are required to confirm player eligibility and ensure that registration details are properly verified before users can access gambling services.

Operator Failed to Meet Age Protection Requirements

The penalty relates to violations of the Registrar’s Standards for Gaming, which require operators to prevent underage individuals from registering, accessing accounts or gambling through online platforms.

In Ontario, online gambling services are restricted to individuals aged 19 and above, while online lottery ticket purchases are permitted from age 18.

AGCO stated that protecting minors from gambling access is a fundamental requirement within Ontario’s regulated market and that operators are responsible for ensuring their systems function correctly before launching services.

AGCO Reinforces Regulatory Expectations

Dr. Karin Schnarr, Chief Executive Officer and Registrar at AGCO, said age verification remains one of the most important safeguards in Ontario’s gaming framework.

She added that young people should not be able to create gambling accounts, deposit funds or place wagers online, and that licensed operators must ensure their compliance systems are effective. The regulator confirmed that enforcement action will continue when operators fail to meet these obligations.
