Goa Raises Casino Entry Age to 21 Under New Rules
The Goa government has approved amendments to its casino regulations, introducing a minimum entry age of 21 for gambling areas in both onshore and offshore casinos. The change forms part of broader updates aimed at strengthening oversight of licensed casino operations across the state.
Minimum Entry Age Set at 21
Under amendments to the Goa Public Gambling Act, 1976, individuals under the age of 21 will no longer be permitted to enter designated gambling areas within licensed casinos.
According to Home Department Undersecretary Manthan Manoj Naik, the restriction applies to controlled gaming zones inside five-star hotels and offshore casino vessels where operators are authorised to offer electronic gaming machines, slot machines and table games.
The revised rule establishes a clear minimum age requirement for access to these gambling areas across Goa’s licensed casino sector, which includes numerous onshore venues and six offshore casinos.
New Compliance Measures for Operators
The updated framework also introduces financial penalties for operators that fail to pay their annual recurring licence fees on time.
Naik said licensees will be charged penal interest at a rate of 18% per year on overdue payments, adding another compliance requirement under the revised regulatory structure.
The Goa government has also approved the Goa Public Gambling Rules, which are intended to govern casino operations in the state. While the rules have received approval, they have not yet been formally notified.
Visitor Records to Improve Oversight
Once the new rules take effect, the Gaming Commissioner will be responsible for maintaining records of visitor numbers at licensed casinos.
Naik explained that the commissioner will be able to review casino entry records and monitor the number of visitors entering each property. The measure is designed to strengthen regulatory oversight alongside the newly introduced age restrictions.
Although the position of Gaming Commissioner was assigned to the Commissioner of Commercial Taxes in 2019, the role’s responsibilities had not been formally established because the operational rules had not yet been introduced.
Casino Regulation Continues to Evolve
The latest amendments represent another step in Goa’s efforts to strengthen casino regulation. Alongside the higher minimum entry age, the updated framework introduces stricter compliance requirements for operators and expands the government's ability to monitor casino activity.
Once officially notified, the new rules will provide the procedural framework for implementing these regulatory measures across the state's licensed casino industry.
