Sweden Updates Gambling Supervision Fees From March 2026

Sweden’s gambling authority, Spelinspektionen, is introducing a revised supervision-fee framework that will take effect on March 1, 2026. The new rules are set out in regulation SIFS 2026:1 and replace the earlier SIFS 2024:4 schedule.

The change does not alter what licensees are permitted to offer in the market. Instead, it updates the structure and amounts charged for regulatory supervision. Fees apply to each individual licence or software permit, meaning businesses that hold multiple licences will be billed separately for each authorization.

How the supervision fee cycle is structured

Under SIFS 2026:1, each supervision-fee period runs for 12 months starting from the date a licence or software permit is issued. The same 12-month cycle then repeats for as long as the authorization remains valid.

Where a licence is active for less than a full year, the regulator may calculate the fee on a proportional basis. Even in such cases, a minimum charge applies, set at one-twelfth of the standard annual fee.

In most situations, invoices are issued in advance to cover the upcoming period. If a licence remains in force due to a court ruling or similar legal extension, the fee for that extended time is billed afterward. The framework also gives Spelinspektionen the option to lower or waive a fee entirely when there are exceptional circumstances.

Updated rates for online gambling and software permits

The regulation sets the supervision charge for commercial online casino licences and betting licences at SEK 240,000 per licence for each fee period. Companies operating under both licence types will therefore pay two separate supervision fees.

For gambling software providers, the supervision cost is fixed at SEK 16,500 per permit and period. The regulation’s annex also details fees for other segments, including state lottery permissions, public-benefit lotteries, bingo operations, land-based venues calculated by number of locations and ship-based gambling calculated per vessel.

Part of a wider compliance push

The revised supervision-fee model arrives alongside other regulatory adjustments planned in Sweden during 2026. While this measure focuses on oversight funding, additional player-protection rules including tighter limits on credit-based gambling are scheduled to follow later in the year.
