UAE Regulators Sign MoU on Commercial Gaming

The UAE’s General Commercial Gaming Regulatory Authority (GCGRA) has agreed to work closely with the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market as the country continues developing its legal commercial gaming sector.

The two authorities have signed a Memorandum of Understanding (MoU), establishing a framework for regulatory cooperation and supervisory coordination.

The announcement did not disclose specific terms of the agreement. However, the MoU formally brings together the UAE’s commercial gaming regulator and financial services regulator as the GCGRA continues developing its licensing and supervisory framework.

The agreement is designed to enhance regulatory certainty, facilitate effective supervision, and reinforce confidence in the UAE’s regulatory environment covering financial services and commercial gaming activities.

Strengthening the Financial Services and Gaming Connection

The MoU highlights the increasing relationship between commercial gaming operators and the broader financial services sector.

Marie Chowdhry, a financial regulation expert at Pinsent Masons in the UAE, described the agreement as an important step for the country’s emerging commercial gaming industry. She pointed out that gaming businesses depend on various financial institutions and service providers to support their activities.

As the commercial gaming sector expands, its links with financial services are expected to become increasingly significant. The agreement acknowledges that the responsibilities of the FSRA and GCGRA can intersect in certain areas.

These areas can include anti-money laundering, governance, payments and broader regulatory supervision. The MoU therefore establishes a coordinated approach between the authorities as the UAE continues building its commercial gaming regulatory framework.

According to Chowdhry, the agreement also demonstrates the UAE’s continued emphasis on regulatory coordination and alignment with international best practices.

Overlapping Regulatory Responsibilities

The UAE’s commercial gaming regime remains under development, with the GCGRA continuing to establish its licensing and supervisory approach.

The MoU could allow the two regulators to exchange information and coordinate oversight when financial services and commercial gaming activities overlap. This may be particularly relevant for businesses whose operations fall within the remit of both authorities.

Chowdhry said the development demonstrates the growing maturity of the UAE’s commercial gaming framework. For businesses involved in financial services and commercial gaming, the agreement suggests that regulatory engagement may increasingly extend across traditional sector boundaries.

As a result, companies whose activities fall under both financial services and commercial gaming regulation may need to take into account the requirements of more than 1 authority.

The MoU does not establish specific new requirements for businesses. Instead, it provides a framework through which the FSRA and GCGRA can cooperate while continuing to exercise their respective responsibilities.

Practical Effects Yet to Be Determined

Jessa White, a financial regulation specialist at Pinsent Masons, said the practical impact of the MoU remains to be seen.

She nevertheless noted that the agreement reflects the UAE’s wider efforts to develop a strong and credible regulatory framework for commercial gaming and related sectors.

The MoU comes as the UAE continues developing its commercial gaming framework and the regulatory infrastructure supporting it. Formal cooperation between the FSRA and GCGRA could help facilitate more consistent supervision as activity in the sector grows.

The agreement establishes a basis for cooperation between the two authorities in areas including financial services, commercial gaming, governance, oversight and compliance.
